NOX News - Approval from ESA can be expected in 2 - 3 months, but it may take slightly longer depending on the number of clarifications that ESA considers will be required by the EU Commission.
It is important that the enterprises and cruise companies accede to the agreement before 1 July and provide data about emissions in 2007 etc. We are requesting detailed information about ships, but not more than the shipping companies already have and use as a basis of reporting for tax calculation purposes.
Compliance with the agreement before 1 July 2008 is necessary in order to qualify for tax exemption from 1 January 2008. This may be relevant for companies which pay the tax in period up to 1 July. If there is no compliance before this date, the tax exemption will not apply until there is compliance with the agreement.
The environmental agreement, the declaration of accession and the form to be used to provide information about emissions from ships are available in Norwegian at www.nho.no/nox and in English at www.nho.no/nox/english.
On 14 May 2008, the Agreement regarding the NOx fund was signed in Oslo in connection with a seminar on the same subject. The Agreement is valid for the period 2008 ? 2010. All the documents will be translated within a few days.
The regulations are still in force and the reporting system, with documentation and the need of a representative in Norway will still be in force regardless of the fund. All the NOx emission will still be reported to the Norwegian Government, but those companies signing the Environmental Agreement will pay NOK 0,00 to the Government, but NOK 4.00 to the fund.
In short: All foreign ships owners need a representative in Norway.
All foreign ship owners may also join the Environmental Agreement.
All companies that has joined before 1 July 2008 will get the NOK 0,00 in NOx Tax from 1 January 2008.
Companies joining the fund later will get their Tax exemption from the date they joined. We advise you to join the Agreement, but when all the papers are translated, and you get the opportunity to read them, you will be able to decide for yourselves.
